The implementation of the Final General Firearms Amnesty for the period of one month, from October 1 to 30, 2009 was extended for another one month period, from November 1 to 30, 2009.

This was contained in Executive Order No. 817-A entitled, Providing for the Extension of the Final General Firearms Amnesty under Section 2 of Executive Order No. 817 dated July 7, 2009 recently promulgated by Malacañang.

The gun amnesty extension was recommended to Her Excellency President Gloria Macapagal-Arroyo by the National Firearms Control Program Executive Committee (NFCP EXECOM) in view of pressing public clamor for more time to register their firearms, particularly from many prospective registrants in remote areas and provinces.

The continuous processing of gun amnesty applications was also adversely affected by recent tropical storms “Ondoy” and “Pepeng” which hit most parts of Luzon.

The extension of the gun amnesty period will synchronize with the expected passage into law of House Bill No. 6779, or the proposed Gun Control Act, which seeks to impose stiffer penalties against those caught with illegal firearms and ammunition.

Meanwhile, the Region 1 police, in a recent memorandum for the National Secretariat of “Bilang Boga,” has reported to have received and processed 1,799 applications for loose firearms registration and 2,658 applications for firearms license renewal.  The figures represent PRO1’s accomplishment on the gun amnesty program for the period ending October 31, 2009. pnppro1

Police Chief Superintendent Ramon V. Gatan, Police Regional Office 1 Director, placed on full alert the Region 1 police and ordered the augmentation of route security, traffic management and preventive patrol operations in the entire region in anticipation of the upcoming observance of All Saints’ Day and All Souls’ Day on November 1 and 2, locally referred to as “undas.”

“Undas is a yearly activity during which we expect heavy traffic jams in our thoroughfares and congestion in commercial centers, public markets, cemeteries and other places of convergence.  At this time, we need to double our efforts to ensure a peaceful and orderly observance of undas, “PCSupt. Gatan added that the Region 1 police, as in previous years, will be tapping the support of other government agencies, non-government organizations and volunteer groups in providing maximum security coverage and public safety services to include motorist assistance along major highways and traffic management along routes leading to cemeteries.

Moreover, Gatan designated senior Police Commissioned Officers as supervisors who shall closely monitor and oversee the overall conduct of the operations.

“In every province, there is a designated member of the Regional Directorial Staff who will supervise the various public safety activities in coordination with the Provincial Directors of Police Provincial Offices starting October 30, 2009.  The designated supervisor In Ilocos Norte is PSupt. Eduardo A. Dopale in Pangasinan’s  4^th ,5^th and 6^th Districts,” Gatan added.

Meanwhile, the Pangasinan police announced the implementation of a traffic rerouting scheme as part of its preparations for undas.  Maximum police visibility will be provided along three (3) options for the route from Manila going to La Union-Baguio and vice-versa.  The first option is Rosales-Villasis-Sta Barbara-Mangaldan-San Fabian; the second, Rosales-Villasis-Urdaneta City-Manaoag-San Jacinto-Mangaldan-San Fabian; and the third option is Binalonan-Laoac-Manaoag-San Jacinto-Mangaldan-San Fabian.

Gatan gave the assurance that continuous coordination with the Department of Public Works and Highways, Local Government Units and other stakeholders is being conducted to ensure the successful implementation of “Oplan Kaluluwa 2009”. pnppro1

CAMP BGEN OSCAR M FLORENDO – As in previous years, the Police Regional Office 1 is again in the forefront of the National Crime Prevention Week (NCPW) celebration in the region.  Now on its 15^th year, the NCPW 2009 is scheduled on September 1-7 and focuses on the involvement of the family in crime prevention, hence its theme “Labanan ang Krimen, Pamilya Patatagin”.

The celebration is pursuant to Presidential Proclamation No. 461 dated August 31, 1994 declaring the first week of September of every year as the National Crime Prevention Week.

According to the National Police Commission (NAPOLCOM) NCPW Technical Working Committee, the focal point of this year’s celebration is on the importance of “the role of the family not just in assisting in the area to enforce the law but also in the endeavor to shape the values and attitudes of its members towards an effectively functioning justice system, promoting crime prevention strategies, and campaigning for home and community safety.”

PRO1 head PCSupt. Ramon V. Gatan, in his welcome address during the flag-raising rites at San Fernando City Hall this morning (September 1) as part of the nationwide simultaneous kick-off ceremony for the NCPW, stressed that crime prevention is everybody’s concern and should involve the active participation of all sectors of the community.

“As head of the Police Regional Office 1, the agency principally tasked to prevent and control crimes in the region, I know firsthand the necessity of active citizen participation in the success of our anti-criminality campaign.  In fact, it has long been PRO1’s guiding principle to involve all sectors of the community in our fight against crime and other forms of lawlessness,” Gatan said.

The NCPW kick-off program at the San Fernando City Hall was followed by a motorcade around the city and a press conference at the Masigasig Center here.

Various NCPW activities are lined up for the rest of the week which include a seminar on Student-Based Anti-Crime and Drug Abuse Prevention and Control at the La Union National High School Quadrangle on September 2; a blood-letting activity dubbed “Sagut a Biag” at CSI, Biday, San Fernando City on September 3; and jail visitation and gift-giving at San Fernando City Jail, La Union Provincial Jail and the youthful offenders facility at Urayong, Bauang, La Union on September 4.

Alarcio Jr., head of the Directorate for Integrated Police Operations for Northern Luzon (DIPO-NL) bared new campaign formulas to combat insurgency, terrorism and criminality in Northern Luzon during his command visit at Police Regional Office 1 this morning (August 27).

PCSupt Ramon V. Gatan, Region 1 police head, led PRO1 personnel in welcoming PDir Alarcio and his party with a formal arrival honors ceremony.

During his talk with the men and women of PRO1, PDir Alarcio revealed that DIPO-NL would ensure more efficient and effective coordination and supervision of police operations in partnership with the various stakeholders in the Northern Luzon area by formulating a framework to integrate efforts and resources in addressing problems.

“If we are going to reduce to a mathematical equation the mandates of DIPO, we will come up with two formulas.  The first is one plus one equals one (1+1=1) formula, which means having one direction in solving problems despite the number of agencies involved.  Everybody must be involved in the plan,” Alarcio explained.

“The second formula is one plus one equals three (1+1=3), which signifies that combination of efforts results in synergy, that is to say that combined resources will produce more than the quantity added together,” he added.

“This is a developing framework or a framework in progress, we could still enhance and possibly formulate an easier approach to problem-solving if we involve resources of other agencies,” Alarcio stressed.

PDir Alarcio said he derived inspiration in formulating the equations from the provisions of Executive Order No. 713 which deals with Re-organizing the Peace and Order Councils, and the activation of the Regional Internal Security Operation Coordinating Office (RISOCO).

In the said RISOCO, all the resources on the ground, efforts, and decision-making were integrated.

CAMP BGEN OSCAR M FLORENDO – Police Chief Superintendent Ramon V Gatan, head of Region 1 police, conferred this morning during the Monday flag-raising ceremony (July 20) appropriate medals to three outstanding police officers of Region 1 who recently brought pride and honor to Police Regional Office 1.

PCSupt Gatan awarded the “Medalya ng Kasanayan” to Police Superintendent Eric E. Noble, Chief of Police of Santa Barbara town in Pangasinan, and to Police Officer 3 Arturo D. Melchor, Jr., Investigator and Human Rights Affairs PNCO of Pangasinan Police Provincial Office (PPO). The two were among the ten winners in this year’s Metrobank Foundation search for the Country’s Outstanding Policemen in Service (COPS).

Gatan likewise pinned the “Medalya ng Katangi-Tanging Asal” to Senior Police Officer 4 Virgilio D. Cardinoza of San Carlos City Police Station in Pangasinan after he was cited twice as “Most Outstanding Policeman” in San Carlos City and for having been adjudged “Most Outstanding Farmer of the Year 2007-2008” in the said city.

PSupt Noble was cited by the COPS Selection Committee for, among many other things, being “responsible for the discovery of more than a hundred ‘ghost’ cops who have been dismissed or discharged, or are serving time in jail or otherwise dead, but who continue to receive their salaries and benefits.” Noble’s feat saved the PNP more than three million pesos per month worth of payroll funds, earning him the monicker “ghostbuster.”

On the other hand, PO3 Melchor got the nod of the selection committee for his sterling record in tracking down and neutralizing lawless elements, for his successful effort to make the police accessible to the community through the Text 2920 project, and for initiating special programs for the youth and women, among other significant accomplishments.

In his message, PCSupt Gatan praised the three awardees for their inspiring achievements and urged all PRO1 personnel to emulate their good example.

Candon City.  PCI Marlo Castillo, the Chief of Police of Candon City was named Junior Officer of the Year of Philippine National Police of Region 1.

During his interview in DZTP Radio Tirad Pass, that it is the result of the sacrifices and commitment to our jobs as the protector of community.

“I am happy!” He said.

The accomplishments last year played a big role in his nomination as finest junior officer of region 1. Last January 9, he served as the acting COP of Candon.

“Being a nominee in provincial level is already a big boost for me. It only shows we are not sleeping, we are doing our job.”

Being the regional nominee means he will represent region one in the national search.  With other nominees, they’re are hoping they can make it in the national level.

He will receive his award on January 28, 2009 during the awarding rites at regional office.

PCSUPT TICMAN personally accompanied to Camp Crame Edgardo Molina @ Ka Dong/Bobby, a ranking member of the local communist movement, and two of his comrades, NPA members Edwin Balawag @ Ka Bagyan and Rosemarie Domingo @ Ka Ramses, where they formally surrendered to PNP Chief PDG JESUS VERSOZA.

“Molina has a standing warrant for the crime of Murder with Multiple Frustrated Murder and carries a one million peso (P1,000,000) reward on his head. His neutralization and that of Balawag and Domingo came after a series of coordination meetings and intensive intelligence build-up by our operating units under PRO1 COPLAN “HUNTER,” TICMAN said.

TICMAN added that the three yielded to PRO1 operating units in the early dawn of Monday (December 1) at a mining camp in Barangay Buneg, Lacub, Abra, preceded by weeks of negotiation with the help of local civilians.

The operating units consisted of PRO1 Regional Intelligence Division, Ilocos Sur Police Provincial Office and 103rd Ilocos Sur Provincial Mobile Group, under the overall command of PSUPT RICARDO B DAYAG JR.
