CAMP BGEN OSCAR M FLORENDO – The Police Regional Office 1 (PRO1) and the Commission on Population (POPCOM) Regional Office 1 signed a Memorandum of Understanding (MOU) to promote Responsible Parenting Movement and Natural Family Planning (RPM/NFP) during the Monday flag-raising rites this morning here.
Police Chief Superintendent Ramon V. Gatan, head of the Region 1 police, signed the MOU in behalf of PRO1, while POPCOM Regional Director Oscar P. Mabalot represented the Commission on Population.
The MOU aims to strengthen partnership between the parties in the promotion of Natural Family Planning which was determined to be effective in meeting the family planning needs of people who are not comfortable using artificial methods of contraception for fear of side effects or complications.
The Memorandum stipulates that the POPCOM shall undertake to conduct Training of Trainors (TOT) for PRO1 personnel; develop and reproduce information, education and communications (IEC) materials; conduct regular meeting/conferences and provide venue for technical exchange; and, transfer and obligate the amount of P605,200.00 to help finance the holding of RPM/NFP classes for 3,026 PNP couples.
On the other hand, the MOU spells out that the PRO1 shall, among other things, undertake to enact policy support to the RPM/NFP Program; coordinate and facilitate the organization of PNP Responsible Parenting Movement Teams and the holding of RPM/NFP classes for PNP couples; and provide technical, administrative and other necessary assistance relevant to RPM/NFP.
In his message, Director Mabalot stressed the national impact of family planning. “Without family planning, our population would have reached 150 million today, a number that we could not support given our present economic condition,” he said.
“I believe that family planning is one of the best inventions of mankind. Let us work together in the implementation of an intensive, aggressive campaign on Responsible Parenting Movement and Natural Family Planning up to the grassroots level,” Mabalot added. ###
