GENERAL BUCAYU CONVENES REGION 1 LAW ENFORCEMENT COMMITTEE

Camp BGen Oscar M. Florendo. The Regional Law Enforcement Coordinating Committee of Region 1(RLECC1) convened this afternoon (July 27) at the Concord Building here and addressed various law enforcement and related issues affecting the region.

Police Chief Superintendent Franklin Jesus B. Bucayu, Region 1 police director and RLECC1 chairman, presided over the meeting, the second this year, officially calling it to order at about 2:00 o’clock in the afternoon.

In his remarks, PCSupt Bucayu thanked the representatives of the committee’s member-agencies for their contribution in bringing about the realization of Region 1’s law enforcement objectives.

He also acknowledged the guests present, namely; Mayor Daisy Sayangda Olivar of Santol, La Union; La Union Board Member Victoria Lucina Aragon; and Dr. Magno Jose C. Valdez, head of the ER Department of the Ilocos Training and Regional Medical Center (ITRMC).

The highlights of the meeting included a presentation on Updates on the Preparedness and Capabilities of the Regional Disaster Risk Reduction Management Committee 1 (RDRRMC1) by Assistant Regional Director Imelda M. Acosta of the Office of the Civil Defense, and a lecture on Health Emergency Management Staff (HEMS) and Health Emergency and Response Training (HEART) delivered by Dr. Valdez.

Other major topics discussed were the Proposed Anti-Illegal Drugs Summit presented by Atty. Marvin Tavares of the Philippine Drug Enforcement Agency (PDEA), and the finalization of the Memorandum of Agreement on the Reduction of Vehicular Accidents expounded by Mr. Silverio Mangaoang, Jr. of the Philippine Ports Authority.

The RLECC1 chairman awarded certificates of appreciation to the resource speakers, shortly before adjourning the meeting at about 5:00 PM.

RLECC1 is composed of the heads of different Region 1 government agencies, local government units, and other concerned offices.  Its inter-agency coordinating activities have been instrumental in the creation and successful implementation of impact projects and programs that greatly contributed to better law enforcement and favorable peace and order situation in the Ilocos-Pangasinan Region. ###

43 REGION 1 COPS FINISH CRIMINAL INVESTIGATION COURSE

Camp BGen Oscar M. Florendo. Forty-three (43) uniformed personnel of Police Regional Office 1 (PRO1) received their graduation certificates after successfully completing the Criminal Investigation Course (CIC) in a simple ceremony held at the Concord Building here this morning.

The graduates were composed of Police Non-Commissioned Officers from the regional, provincial and municipal police offices. They started training on May 24 here at Camp Florendo under the supervision of the Regional Intelligence and Detective Management Division (RIDMD).

PRO1 director Police Chief Superintendent Franklin Jesus B. Bucayu prioritized the conduct of CIC in PRO1 to upgrade the investigative knowledge and skills of the uniformed personnel, particularly the Field Investigators-On-Case (IOC), with the view of minimizing lapses in investigation and improving conviction rate.  The just-concluded training is the second CIC to be held in PRO1 this year.

Police Senior Superintendent Mansue N. Lukban, PRO1 Deputy Regional Director for Operations, who represented the Regional Director as the guest of honor and speaker, handed out the graduation certificates, and awarded the top students and other outstanding graduates.

Police Officer 2 (PO2) Linda M. Banayos, PO2 Maria Vanessa P. Carolino and PO2 Resty T. Villaflores received awards for placing first, second and third, respectively, in the final order of merit.  Senior Police Officer 1 Richard A. Tagtagon received the Leadership Award, while PO2 Randy Canonizado was conferred the Marksmanship Award.

Recipients of Certificates of Commendation were PO3 Rufo E. Agas, PO2 Ariston A. Noval, PO3 Elizabeth S. Rialo, PO3 Rolando M. Bumanglag, PO2 Randy C. Canonizado, PO2 Reycar L. Almazan, PO2 Junjun R. Medina, PO2 Orlando P. Marumi Jr, PO2 Sherwin P. Agpalo and PO2 Winnie Rose F. Julian, for their successful case mission test.

In his message, SSupt Lukban urged the graduates to apply and further hone their new-found skills, to constantly strive to improve their proficiency in investigation when they go back to their respective assignments.

“As public servants, it is inspiring to know that people turn to us for help.  Make use of what you have learned and grab every chance to be of service to the community,” said SSupt Lukban.

New Therapist and Reflexologist

Five batches of students on Basic Reflexology and Therapeutic Massage Course had finished their training and received their certificates. The said short course was sponsored by the provincial government of Ilocos Sur headed by Gov. Luis “Chavit” Singson, Salinong ti Ilocandia Association Inc. ken and Technical Education and Skills Development Authority (TESDA).

Some 100 learners received their certificate for completing the time and number of patients required to finish the course.

During the graduation rites held at Baluarte, Vigan, Gov. Luis “Chavit” Singson had stressed that the course is very useful and graduates of this have many opportunities to work abroad. He also said that sincerity in service is essential in order to succeed.

“You need to constantly practice and apply what you learned in order to hold experience. We will make sure that our support will not end on your graduation. We will be monitoring you until you have your jobs” the governor assured the graduates.

Joel Pilotin, OIC Provincial Director of TESDA had acknowledge this project as this can create more job opportunities for those who undergo training. He guaranteed that he will coordinate with the trainors in conducting a competency assessment.

“We will review if the trainees learned from the training by means of competency assessment and those who will pass will be given a certificate of competency. This way, TESDA will be able to help the trainees to find jobs which are related to the short course” Pilotin said.

The Provincial Director also recommended that a training center shall also be established in the 2^nd district of the province where house painting, masonry and carpentry will be lectured.

Meanwhile, massage trainor Edwin Antolin explained that massaging is a type of alternative medicine. It is a way of healing that requires no medicine. He also informed the public that batch 6 of the reflexology course will start after the graduation of the first 5 batches.
