Camp BGen Oscar M. Florendo. Forty-three (43) uniformed personnel of Police Regional Office 1 (PRO1) received their graduation certificates after successfully completing the Criminal Investigation Course (CIC) in a simple ceremony held at the Concord Building here this morning.

The graduates were composed of Police Non-Commissioned Officers from the regional, provincial and municipal police offices. They started training on May 24 here at Camp Florendo under the supervision of the Regional Intelligence and Detective Management Division (RIDMD).

PRO1 director Police Chief Superintendent Franklin Jesus B. Bucayu prioritized the conduct of CIC in PRO1 to upgrade the investigative knowledge and skills of the uniformed personnel, particularly the Field Investigators-On-Case (IOC), with the view of minimizing lapses in investigation and improving conviction rate.  The just-concluded training is the second CIC to be held in PRO1 this year.

Police Senior Superintendent Mansue N. Lukban, PRO1 Deputy Regional Director for Operations, who represented the Regional Director as the guest of honor and speaker, handed out the graduation certificates, and awarded the top students and other outstanding graduates.

Police Officer 2 (PO2) Linda M. Banayos, PO2 Maria Vanessa P. Carolino and PO2 Resty T. Villaflores received awards for placing first, second and third, respectively, in the final order of merit.  Senior Police Officer 1 Richard A. Tagtagon received the Leadership Award, while PO2 Randy Canonizado was conferred the Marksmanship Award.

Recipients of Certificates of Commendation were PO3 Rufo E. Agas, PO2 Ariston A. Noval, PO3 Elizabeth S. Rialo, PO3 Rolando M. Bumanglag, PO2 Randy C. Canonizado, PO2 Reycar L. Almazan, PO2 Junjun R. Medina, PO2 Orlando P. Marumi Jr, PO2 Sherwin P. Agpalo and PO2 Winnie Rose F. Julian, for their successful case mission test.

In his message, SSupt Lukban urged the graduates to apply and further hone their new-found skills, to constantly strive to improve their proficiency in investigation when they go back to their respective assignments.

“As public servants, it is inspiring to know that people turn to us for help.  Make use of what you have learned and grab every chance to be of service to the community,” said SSupt Lukban.

Key officers who attended the graduation ceremony included Senior Superintendent Tito G. Dacpano, chief of RIDMD and CIC Training Director; and Senior Superintendent Reynaldo G Biay, chief of the Regional Personnel and Human Resource Development Division. ###

CAMP BGEN OSCAR M FLORENDO – Sixty-six (66) personnel of Police Regional Office 1 (PRO1) took part in the Reproductive Health Awareness Seminar conducted yesterday afternoon (August 25) at the Concord Building here.

The seminar participants, composed of 34 females and 32 males, came from the different PRO1 divisions, the National Support Units (NSUs), and the 1st Regional Public Safety Battalion (1st RPSB).

Dr. Melinda Olarte-Javillonar; an obstetrician-gynecologist (Ob-Gyne) from the La Union Medical Center in Agoo town, gave a comprehensive lecture on cancer awareness.

Dr. Javillonar also discussed diseases to which police personnel may be susceptible to, such as prostate cancer, cervical cancer, and colon cancer.

PRO1 Regional Director Police Chief Superintendent Orlando M. Mabutas, in his message during the seminar opening ceremony, pointed out the importance of health awareness especially to police personnel because of the nature of their work.

“We are lucky to have this seminar to have insights on how to prevent these diseases. Always remember that prevention is better than cure,” added General Mabutas.

For his part, Police Senior Superintendent Reynante G. Partible, chief of the PRO1 Regional Police Community Relations Division (RPCRD), disclosed that the seminar is part of the said division’s Gender and Awareness Plan to promote health awareness among police personnel of Region 1. piopro1

CAMP BGEN OSCAR M FLORENDO — “We should keep a united front, not only against criminality but also against disasters and calamities, both natural and manmade.”  Thus emphasized Police Chief Superintendent Orlando M. Mabutas, Regional Director of Police Regional Office 1 (PRO1), during the opening ceremony of the Water Survival and Rescue Operations Training held at the PRO1 Grandstand.

The three-day training, initiated by the 1st Regional Public Safety Battalion (RPSB) headed by Police Senior Superintendent Tito G. Dacpano, has as participants 20 RPSB personnel, 4 policemen from the La Union Police Provincial Office, and 10 civilian members of Barangay Peacekeeping Action Teams (BPATs).

They will undergo instruction on Basic Rescue Strokes, Rescue and Survival Techniques, and Basic Boat Handling.

General Mabutas, who was the guest of honor and speaker, observed that the conduct of the training gains added urgency in view of last year’s experience with typhoons Ondoy and Pepeng. “A major thrust of our PCR efforts today is the organization and mobilization of BPATs as our partners in undertaking five component activities, one of which is Disaster Management.  Kaya napapanahon talaga ang pagsasanay na ito, lalo na nga at magkasama pa ang ating mga BPATs at kapulisan.”

The Regional Director encouraged each of the participants to actively participate in all phases of the training.  “Train with enthusiasm and genuine desire to learn. Strive to master all the various life-saving skills that will be imparted to you by your trainors.  Isipin ninyo lagi na ang lahat ng matutunan ninyo ay hindi lang para sa inyong sarili kundi upang lalo pa ninyong mapagbuti ang inyong paglinglingkod sa bayan,” he stressed.

Meanwhile, PSSupt. Dacpano said that the 1st RPSB initiated the training to prepare his men to properly respond during disasters and calamities, and enhance their skills in saving other people’s lives.  “We are saddled by lack of search and rescue equipment, as was evident during the previous typhoons Ondoy and Pepeng.  Even so, we need to train our personnel to make successful rescue operations despite insufficient equipment,” he explained.

General Mabutas also underscored in his message the need for all personnel to undergo training before they are deployed.  “Everybody should be physically fit and must possess one very important attribute: discipline,” the Regional Director pointed out.

CAMP BGEN OSCAR M FLORENDO – Combined elements of police units in Ilocos Norte arrested during simultaneous checkpoint operations a member of a partisan armed group (PAG) at Barangay Balacad in Laoag City.

Police Senior Superintendent Marlou C. Chan, officer-in-charge of the Ilocos Norte police, named the arrested person as Jonathan Bagamaspad, 43, a resident of Barangay Bungcag of Dingras town, and a member of a PAG said to be identified with Dingras Mayor Marynette Gamboa.

Bagamaspad was onboard a Toyota RAV4, part of a convoy of vehicles led by Mayor Gamboa, when he was arrested in a police checkpoint for carrying a firearm.  He presented a firearm license but was unable to present a permit to carry firearm outside of residence (PTCFOR).  Confiscated from him is a Caliber .45 pistol loaded with a magazine containing eight (8) pieces of live ammunition.

In his report to PRO1 Regional Director Police Chief Superintendent Orlando M. Mabutas, Chan said that Bagamaspad is a suspect in the killing in September 2009 of Rey Ruiz, president of the Ilocos Norte Electric Cooperative (INEC) board of directors.  Bagamaspad, together with Mayor Gamboa, was charged for the killing of Ruiz.

In the same report, Chan also said Bagamaspad is one of the respondents in the ambush incident in Barangay San Esteban, Dingras town on December 28, 2009 that resulted in the death of Barangay Captain Jo-en Cañete and the wounding of former Sangguniang Panlalawigan member Dr. Robert Castro.

The arrest of Bagamaspad came in the wake of the recent directive of the PNP leadership to sustain the drive against PAGs.

CAMP BGEN OSCAR M FLORENDO – The Police Regional Office 1 is set to operationalize its modern Regional Tactical Operations and Intelligence Center (RTOIC) located inside this camp.

The blessing and inauguration of RTOIC and three other newly-constructed facilities, namely; the PRO1 Welcome Arch, the Adoration Chapel and the Regional Communications Tower, is scheduled at about 11:30 in the morning.

PNP Chief Police Director General Jesus A. Verzosa; Mr. Manuel V. Pangilinan, Chairman of PLDT Group of Companies/SMART Communications, Inc; Mr. Orlando B. Vea, Chief Wireless Advisor of SMART Communications, Inc.; La Union Governor Manuel C. Ortega; and San Fernando City Mayor Pablo C. Ortega lead the list of invited guests.

PRO1 Regional Director Police Chief Superintendent Constante D. Azares, Jr. who initiated the putting up of the said facilities, stated that “the facilities are highly beneficial for PRO1 in maintaining its status as the best Police Regional Office in the country today.”

“The construction of the RTOIC and the Regional Communications Tower, which was realized through the benevolence of Mr. Manuel Pangilinan, shall greatly increase our communications capability and police operations/intelligence networking,” said Azares.

“Also, construction of the PRO1 Welcome Arch and the Adoration Chapel will boost the morale of our personnel,” General Azares added. pnppro1

CAMP BGEN OSCAR M FLORENDO — Intensified police operations of the Region 1 police headed by Police Chief Superintendent Constante Davis Azares Jr. netted a top most wanted person (TMWP) and suspected Private Armed Group (PAG) member in Barangay San Roque, Agoo, La Union.

Aided with a warrant of arrest issued by Honorable Judge Arturo B. Buenaventura of Regional Trial Court Branch 22 in Narvacan, Ilocos Sur, operatives of the Special Operations Group of the Regional Intelligence Division (SOG-RID), 2nd Company of the Regional Public Safety Management Battalion (RPSMB) and Agoo Police Station led by Police Chief Inspectors Eduardo Danguecan, Jr. and Joel Quintero under the supervision of Police Superintendent Julius C. Suriben arrested Flor D. Abiang, 48 years old, married and a resident of Barangay Cabaroan, Santa Maria, Ilocos Sur.

General Azares said Abiang was listed Most Wanted Person in the Regional Level with a monetary reward of P140,000.00 approved under the DILG Memorandum Circular Number 2006-146 dated October 26, 2006.

Abiang is a suspect in a number of killings in Ilocos Sur and La Union from 2001 to 2003, and had been in hiding for several years.

“Based on records, the Abiang is a prime suspect in the killing of a certain Andres Tugade sometime in 2003; tagged as the alleged killer of a political supporter of an incumbent Sangguniang Bayan member in Sta Maria town in 2002; and a suspect in the assassination attempt on a Vice Mayor in Ilocos Sur in 2001.  He is also believed to be involved in several unsolved killings in the region,” Azares added.

The Regional Director pointed out that the arrest of Abiang is a direct result of the relentless campaign of the Region 1 police against Most Wanted Persons.

“We will remain committed in addressing the neutralization of other MWP’s and we’ll keep on tapping the help of the community to monitor their whereabouts, to bring them to the law and give justice to the victims,” Azares stressed.

Abiang was temporarily detained at the Agoo Police Station before he will be turned-over to the court responsible over his case.

Azares commended the operating elements for their exemplary police work, and the community at large for their support and cooperation that led to this significant accomplishment.  He also reiterated to his men his stern directive to stick to the Comelec rules and urged them to be more vigilant in all police operations especially now that Region 1 police is on the road to HOPE 2010.

Police Chief Superintendent Constante D. Azares, Jr., who assumed as Region 1 police director barely two weeks ago, today (January 11) had his first command visit to the Pangasinan Police Provincial Office (PPO) in Lingayen town.

Police Senior Superintendent Percival G. Barba, Pangasinan police director, led his personnel in formally welcoming PCSupt Azares with a traditional arrival honors ceremony at about 8:00 o’clock in the morning.

The Regional Director thereafter joined the flag-raising ceremony at the Pangasinan PPO grandstand as the Guest of Honor and Speaker, wherein he officially turned over seven (7) brand-new patrol vehicles to the recipient police stations.  The vehicles were received by the concerned municipal mayors together with their respective Chief of Police.

In his speech, PCSupt Azares pointed out that the batch of vehicles – 2 Toyota Innova and 5 Toyota Hi-Lux – is part of the capability enhancement initiative of the PNP under its Integrated Transformation Program.  He reminded the recipients, especially the designated drivers, to strictly observe proper care and maintenance of the vehicles, even as he thanked the mayors for their support to the local police.

“I would like to remind you that these vehicles are ‘for official use only’,” Azares stressed.  “They are not to be used for private purposes.”

Later, PSSupt Barba led the Regional Director to a mini-tour of the provincial camp premises, after which the PCSupt Azares presided over a command conference held at the nearby Narciso Ramos Sports and Civic Center.

The conference, attended by all provincial officers and chiefs of police of Pangasinan PPO, AFP representatives, Comelec officials and local chief executives, focused on the program thrusts of the new Regional Director and matters relating to the upcoming national and local elections.

“I urge each one of you to do your part in ensuring honest, orderly and peaceful elections come May 2010,” Azares told his men.  “Let us intensify our law enforcement and public safety operations, especially now that the election period has already begun.”

The Regional Director also appealed to the members of the media who covered the event to continue helping in the ongoing PNP drive to fully inform the public on the nationwide total gun ban, the provision of protective security detail, the prohibition on private armed groups (PAGs), the location and functions of the Joint Security Control Centers (JSCCs), and similar election-related concerns. pnppro1

The implementation of the Final General Firearms Amnesty for the period of one month, from October 1 to 30, 2009 was extended for another one month period, from November 1 to 30, 2009.

This was contained in Executive Order No. 817-A entitled, Providing for the Extension of the Final General Firearms Amnesty under Section 2 of Executive Order No. 817 dated July 7, 2009 recently promulgated by Malacañang.

The gun amnesty extension was recommended to Her Excellency President Gloria Macapagal-Arroyo by the National Firearms Control Program Executive Committee (NFCP EXECOM) in view of pressing public clamor for more time to register their firearms, particularly from many prospective registrants in remote areas and provinces.

The continuous processing of gun amnesty applications was also adversely affected by recent tropical storms “Ondoy” and “Pepeng” which hit most parts of Luzon.

The extension of the gun amnesty period will synchronize with the expected passage into law of House Bill No. 6779, or the proposed Gun Control Act, which seeks to impose stiffer penalties against those caught with illegal firearms and ammunition.

Meanwhile, the Region 1 police, in a recent memorandum for the National Secretariat of “Bilang Boga,” has reported to have received and processed 1,799 applications for loose firearms registration and 2,658 applications for firearms license renewal.  The figures represent PRO1’s accomplishment on the gun amnesty program for the period ending October 31, 2009. pnppro1
