CAMP BGEN OSCAR M FLORENDO – Sixty-six (66) personnel of Police Regional Office 1 (PRO1) took part in the Reproductive Health Awareness Seminar conducted yesterday afternoon (August 25) at the Concord Building here.

The seminar participants, composed of 34 females and 32 males, came from the different PRO1 divisions, the National Support Units (NSUs), and the 1st Regional Public Safety Battalion (1st RPSB).

Dr. Melinda Olarte-Javillonar; an obstetrician-gynecologist (Ob-Gyne) from the La Union Medical Center in Agoo town, gave a comprehensive lecture on cancer awareness.

Dr. Javillonar also discussed diseases to which police personnel may be susceptible to, such as prostate cancer, cervical cancer, and colon cancer.

PRO1 Regional Director Police Chief Superintendent Orlando M. Mabutas, in his message during the seminar opening ceremony, pointed out the importance of health awareness especially to police personnel because of the nature of their work.

“We are lucky to have this seminar to have insights on how to prevent these diseases. Always remember that prevention is better than cure,” added General Mabutas.

For his part, Police Senior Superintendent Reynante G. Partible, chief of the PRO1 Regional Police Community Relations Division (RPCRD), disclosed that the seminar is part of the said division’s Gender and Awareness Plan to promote health awareness among police personnel of Region 1. piopro1

CAMP BGEN OSCAR M FLORENDO – Eighty-four boys, with ages ranging from 7 to 16, were the grateful recipients of a free circumcision activity, dubbed Operation Tuli at the Concord Building here.

The Operation Tuli was initiated and sponsored by Police Regional Office 1 in coordination with the PRO1 Officers Ladies Club which donated medicines and medical supplies for the said activity.

The young males who availed of the free circumcision came from poor families in San Fernando City and neighboring towns.  The doctors and medical personnel who facilitated the boys’ “rite of passage to manhood” were headed by Police Superintendent Cesar Estrella, chief of the PRO1 medical dispensary.

The daughter of Region 1 police director Police Chief Superintendent Constante D. Azares, Jr, Ms. Maria Nadejda Azares, a registered nurse who graduated from the University of British Columbia, took an active part in the free circumcision activity.

Ms. Azares said that participating in the Operation Tuli is her simple way of supporting the police-community relations (PCR) efforts of the PNP, of which her father is a high-ranking member.

Police Superintendent Alejandro Catalla, chief of the Regional Health Service 1, pointed out that circumcision for boys is part of the country’s tradition, adding that it promotes good hygiene.  “Summer season is the best time to do this because the boys are still on vacation from school,” he said.

General Azares; his wife Maria who is the adviser of the PRO1 Officers Ladies Club; and their other two children, Maria Melecia Flor and Adrian Constantine; were also present and lent support to the Operation Tuli which proved to be highly successful.

“We were not able to accommodate all the boys who came, so we have scheduled another circumcision day next week,” Mrs. Azares said. (pnppro1)

CAMP BGEN OSCAR M FLORENDO – Members of the Pangasinan police arrested four men and confiscated six firearms as a result of an intelligence-driven operation conducted in Tayug town in Pangasinan.

In a report to Ilocos police head Police Chief Superintendent Constante D. Azares, Jr., Pangasinan police director Police Senior Superintendent Percival G. Barba disclosed that, the police received information on the alleged presence of armed men in Barangay Sto. Domingo in Tayug.

Upon confirmation of the information, police personnel were dispatched to the said place.  However, prior to the arrest, the suspects were able to place their firearms inside a black Chevrolet Optra car then locked the said vehicle.

Barba identified the arrested persons as Samuel Cajang, 27; Mario Castro, 38; Manolito Cajang, 44; and Ramil Cabanilla, 40; all from Tayug town.  They were brought to the Tayug Police Station for investigation.

The police later opened the car where the guns were kept after securing a search warrant issued by Judge Ulysses Butuyan of RTC Branch 51 in Tayug.

Found inside the vehicle were six firearms loaded with respective ammunition, namely; 2 caliber .45 pistols, 2 caliber .38 revolvers, one caliber .357 and one caliber.380.  Also found inside the car were various magazines for different types of firearms.

The vehicle was determined to be registered in the name of one Joey Gapuz Bermas, a resident of Zaragoza Street in Tayug town.

“We will be filing a case for violation of Republic Act 8294 in relation to Comelec Resolution No. 8714 (Gun Ban) against the suspects.  Even so, we are still conducting further investigation,” Barba said. (pnppro1)

CAMP BGEN OSCAR M FLORENDO – As in previous years, the Police Regional Office 1 is again in the forefront of the National Crime Prevention Week (NCPW) celebration in the region.  Now on its 15th year, the NCPW 2009 is scheduled on September 1-7 and focuses on the involvement of the family in crime prevention, hence its theme “Labanan ang Krimen, Pamilya Patatagin”.

The celebration is pursuant to Presidential Proclamation No. 461 dated August 31, 1994 declaring the first week of September of every year as the National Crime Prevention Week.

According to the National Police Commission (NAPOLCOM) NCPW Technical Working Committee, the focal point of this year’s celebration is on the importance of “the role of the family not just in assisting in the area to enforce the law but also in the endeavor to shape the values and attitudes of its members towards an effectively functioning justice system, promoting crime prevention strategies, and campaigning for home and community safety.”

PRO1 head PCSupt. Ramon V. Gatan, in his welcome address during the flag-raising rites at San Fernando City Hall this morning (September 1) as part of the nationwide simultaneous kick-off ceremony for the NCPW, stressed that crime prevention is everybody’s concern and should involve the active participation of all sectors of the community.

“As head of the Police Regional Office 1, the agency principally tasked to prevent and control crimes in the region, I know firsthand the necessity of active citizen participation in the success of our anti-criminality campaign.  In fact, it has long been PRO1’s guiding principle to involve all sectors of the community in our fight against crime and other forms of lawlessness,” Gatan said.

The NCPW kick-off program at the San Fernando City Hall was followed by a motorcade around the city and a press conference at the Masigasig Center here.

Various NCPW activities are lined up for the rest of the week which include a seminar on Student-Based Anti-Crime and Drug Abuse Prevention and Control at the La Union National High School Quadrangle on September 2; a blood-letting activity dubbed “Sagut a Biag” at CSI, Biday, San Fernando City on September 3; and jail visitation and gift-giving at San Fernando City Jail, La Union Provincial Jail and the youthful offenders facility at Urayong, Bauang, La Union on September 4.

In a memorandum, DILG Secretary Ronaldo V. Puno, enjoined all provincial, city and municipal Peace and Order Councils (POCs) to actively support the projects and activities related to the celebration of the National Crime Prevention Week. pnppro1

CAMP BGEN OSCAR M FLORENDO — Police Director Silverio D. Alarcio Jr., head of the Directorate for Integrated Police Operations for Northern Luzon (DIPO-NL) bared new campaign formulas to combat insurgency, terrorism and criminality in Northern Luzon during his command visit at Police Regional Office 1 this morning (August 27).

PCSupt Ramon V. Gatan, Region 1 police head, led PRO1 personnel in welcoming PDir Alarcio and his party with a formal arrival honors ceremony.

During his talk with the men and women of PRO1, PDir Alarcio revealed that DIPO-NL would ensure more efficient and effective coordination and supervision of police operations in partnership with the various stakeholders in the Northern Luzon area by formulating a framework to integrate efforts and resources in addressing problems.

“If we are going to reduce to a mathematical equation the mandates of DIPO, we will come up with two formulas.  The first is one plus one equals one (1+1=1) formula, which means having one direction in solving problems despite the number of agencies involved.  Everybody must be involved in the plan,” Alarcio explained.

“The second formula is one plus one equals three (1+1=3), which signifies that combination of efforts results in synergy, that is to say that combined resources will produce more than the quantity added together,” he added.

“This is a developing framework or a framework in progress, we could still enhance and possibly formulate an easier approach to problem-solving if we involve resources of other agencies,” Alarcio stressed.

PDir Alarcio said he derived inspiration in formulating the equations from the provisions of Executive Order No. 713 which deals with Re-organizing the Peace and Order Councils, and the activation of the Regional Internal Security Operation Coordinating Office (RISOCO).

In the said RISOCO, all the resources on the ground, efforts, and decision-making were integrated.
