Ilocos Sur launches its own stimulus program

VIGAN CITY — Ilocos Sur provincial government headed by Gov. Deogracias Victor “DV” B. Savellano has launched a stimulus program in anticipation of the adverse impact of the global economic crisis.

The stimulus program is called “Sustainable Program for Enhancing Economic Development” (SPEED). The amount of P20 million was set aside as initial fund for the program.

Governor Savellano, also chairman of the Region 1 Development Council (RDC), said the program is similar to the stimulus programs of the Philippine government and the United States.

“If the United States of America and our national government have this stimulus initiative, our province also has this program called SPEED, and I am planning to adopt this program for the whole Region 1,” he said.

He said the SPEED stimulus package is a back-to-basic approach to the attainment of self-sufficiency.

The governor has also asked the national government to release immediately the tobacco excise tax share of the four Virginia tobacco-producing provinces in the region.

“With the immediate release of the RA 7171 tobacco excise tax fund, this could accelerate the implementation of our stimulus project in the province,” he said.

Among the specific undertakings in SPEED are the following:

Raising of Ilocos Sur super chicken, native chicken and native pigs; intensified backyard and urban gardening, herbal plants growing, organic farming, extensive use of local products such as “abel,” use of indigenous products, extensive planting of “saluyot,” “malunggay,” and “caturay” at the vacant lots.

“I am urging the different schools in the province to impose a ban on the eating of junk food instead use local food products,” he said.
